Assessing High-Speed Internet Access in the State of Iowa: Fourth Assessment A Report of the Iowa Utilities Board (December 2004)
Iowa telecommunications providers are deploying advanced telecommunications services at a rapid pace, especially in rural Iowa communities. This latest report shows that as of July 2004, 72.6% of rural communities and 72.9% of non-rural communities have access to one or more high-speed Internet services.

Low-Income Telephone Assistance Programs (Updated 3-28-05)
Many Iowans may not be aware of the low-income telephone assistance plans that are available. These plans assist eligible Iowans acquire and maintain local telephone service. In an effort to increase awareness, the Iowa telecommunications industry and the Iowa Utilities Board have revised the brochure and application form, issued a statewide news release, and provided materials to community and human service organizations.
Low-Income Telephone Assistance Plans: "Lifeline" and "Link-Up"
"Lifeline" is a plan that assists qualified low-income Iowans by providing a monthly credit on their telephone bill in an amount up to $10, depending on the local telephone provider. This credit is available for one residential telephone line per household.
"Link-Up" is an assistance plan that helps qualified low-income Iowans pay for the installation of basic telephone service by reducing connection charges by 50 percent, or $30, whichever is less.
